Historical Shortfall Scheme: information on progress (published 9 December 2022)

The Historical Shortfall Scheme was launched on 1 May 2020 and invited applications from current and former Postmasters who believe they experienced shortfalls related to previous versions of the Horizon system. The Scheme excludes people who have Horizon-related criminal convictions as there are separate compensation arrangements for those whose convictions are overturned.

The Scheme’s independent advisory panel of experts assesses claims and recommends a fair outcome. The table below shows our progress. The majority of eligible claimants (95%) have now received an offer.

To assist Postmasters (including those who may be experiencing financial difficulty or suffering from health issues), Post Office Ltd will consider making an interim payment to you of up to £30,000 in advance of us sending a final outcome letter (once we have accepted your application, informed you it’s eligible and identified the likely shortfall amount). We will not ask for such payments back, whatever the ultimate outcome of your claim. If you have received an Offer but need more time to review or dispute it, we will also consider making an interim payment of at least 50% of the Offer. Either way, please contact us at historicalshortfallscheme@postoffice.co.uk to request this.

In the interests of fairness, Post Office has re-examined this position and is writing to all 28 Postmasters who were ineligible for this reason to explain that Post Office is now reviewing their claim and will be in touch soon. If you were previously informed you were ineligible for the Historical Shortfall Scheme due to your company having been dissolved and you have not subsequently heard from us by 16 September 2022, please contact us at historicalshortfallscheme@postoffice.co.uk.
